There are many studies on civil society and social movements, but none that specifically deal with this category of countries. As is well known, small states have particular characteristics, including a limited ability to reap the benefits of economies of scale, a high degree of exposure to forces outside their control, and the proximity of politicians to the voters, often leading to clientelistic relationships and patronage networks. The small island developing states have the additional problem of high environmental vulnerability, with some also dealing with disproportionate ecological footprints. These factors have a bearing on the organization and performance of civil society organizations and social movements, as explained in several chapters of this book. The volume is organized in three parts, dealing with aspects of civil society and social moments in small states in the political, social and environmental spheres, respectively. Various definitions of civil society are proposed in the chapters, but most authors associate the term with organized groups, operating in the interest of citizens, independently of government and commercial business, including various forms of non-governmental organizations (NGOs). Civil society also encompasses social movements, which are considered to be loosely organized collective campaigns in pursuit of social goals. These two terms are sometimes used interchangeably; however, some authors argue that social movements tend to engage in ‘contentious politics’ including protests, while NGOs engage through more organized and institutional routes.

Up to the present, both regions are confronted with unresolved border, minority and security issues, matters of recognition, protracted traumata and claims for justice. After the fall of the iron curtain, simmering ethnic tensions turned into hot wars that created new states, new power-political hierarchies and a heritage of violence. Reaching back to the early 1990s, several international and national transitional justice measures have been applied to face these heritages and lay the foundations for a common future. For the former Yugoslavia, they range from broad criminal trials to a series of restorative justice mechanisms; in the North and South Caucasus they encompass numerous mediation measures and primarily restorative justice efforts. The present volume is concerned with strategies of conflict resolution and prevention subsumed under the concept of reconciliation. It aims at understanding the socio-emotional root causes of political cleavages and daily realities of (post-) conflict societies, especially regarding the impact of competing narratives and unprocessed pasts on exclusive identities and strategic political choices. Applying reconciliation theory, insights from collective memory and transitional justice to a series of selected field studies, it sheds light on the origins of interethnic violence, aims at finding explanations for the fact that many of the above-mentioned conflicts have become intractable and discusses the chances and challenges for transforming interests, emotions, perspectives, roles and identities between and within the respective societies.

Book excerpt: This book argues that the backsliding or stagnation of democracy should be interpreted in a wider perspective on irregular movements towards and away from contemporary liberal democracy. This a perspective couched by a metaphor, namely the 'pendulum of democracy', which the author has constructed to suggest that democratic regimes may swing between a democratic end (fully developed liberal democracy) and a semi-authoritarian end (competitive authoritarianism). The pendulum does not have a predictable frequency. Democratization may lead to irregular movements back and forth. It is easier to analyze such movements of the pendulum when democracy is not consolidated yet (for instance, in the three post-Yugoslav political regimes mentioned above), as democratic institutions and processes are not yet stable. For this reason, this book analyses the swing of unconsolidated democracy away from the democratic end in the cases of today’s Serbia and Montenegro and the swing back towards liberal democracy in the case of North Macedonia which - until 2017 - had been developing into a competitive authoritarian regime, but then embarked on the road to democratic recovery.
